Used Engines to Nigeria: SONCAP, Form M and PAAR Planning

For Nigerian engine importers and wholesalers, the first compliance question is how the actual goods are described: used, refurbished, re-engineered or new. Keep that classification consistent with your evidence and documents before committing to shipment from China.

Check the published SONCAP exclusion carefully

SON lists used products other than automobiles among SONCAP exclusions; its FAQ separately discusses refurbished and re-engineered goods. SON — SONCAP FAQ.

Do not turn the general used-goods category into a blanket promise that every used-engine shipment needs no SON documentation. Send SON or your agent the proposed classification, condition, commercial purpose and invoice description, and obtain the applicable route in writing. A standalone engine, a complete vehicle and a rebuilt product should not silently share the same description.

Separate used engines from rebuilt and new items

A mixed container can contain goods with different condition descriptions and compliance needs. SON — SONCAP FAQ.

List each category separately rather than calling the entire shipment “used spare parts”. If an engine has been refurbished or re-engineered, describe that actual state and ask about the relevant SON authorisation. For regulated goods, confirm the required certificates before shipment. Do not rename rebuilt goods as used goods to obtain an assumed exemption.

Coordinate Form M and PAAR with the importer

Nigeria Customs publishes Form M and PAAR procedures for import clearance.

Have the importer, authorised bank and clearing agent agree the current sequence and supporting documents before booking freight. Reconcile importer name, goods descriptions, quantities and values across the pro forma invoice, bank instructions and shipping documents. Review final invoice, packing list and transport-document drafts together. Supplier photos and inspection records support a buying decision; they do not replace customs or conformity paperwork.

Control unit evidence and the destination quote

Define the named Nigerian port and the party responsible for each destination cost.

Ask for separate quotation lines for engines, gearboxes, included accessories, packing and requested freight scope. Attach unit references and photos to the approved purchasing list. Confirm current availability and substitutions before acceptance. For CIF, check the named port and insurance scope; ask your agent to budget destination handling, clearance and delivery separately.

How LSVANT supports the purchasing process

LSVANT offers remote purchasing and Guangzhou warehouse visits by appointment. New wholesale orders start from 10 engines. Review individual photos and video records before shipment; standard checks are manual cranking and photo records, not compression, bench or startup tests. Any additional testing is agreed for the particular units. Each used engine needs its own confirmation, even when codes match.

Keep customs descriptions consistent with the itemised quotation scope: Compare wholesale used-engine quotations.

Send Engine Code + Quantity

We review the purchasing list, available units and quotation scope. Availability is confirmed for the offer; quote validity does not reserve stock.
